संसद अथवा विधान सभा के सैशन अच्छी तरह क्यों नही चलते?

हमारे घरो का भी एक तरीका होता है बड़े छोटो के साथ बात करने का| हर किसे की मान मरियादा ध्यान रखा जाता है| यह नियम एक दूसरे पर नहीं सभी परिवार वालो पर निभर होता है, कहते है कि घर के भाग नजदीकी से नजर आने शुरू हो जाते है| अगर हमारा परिवार में मेल-मिलाप इतना अच्चा हो तो क्यों हम एक दूसरे के खिलाफ विधान सभा लगाने पर पहुच जाते है| जब सभी परिवार वाले एक मुठ हो तो सभी मसलो का हल निकाल लेते है| इस में जरूरत मुताबिक कानून भी शामिल होते है| जो सभी को मानने पड़ते है| पर अफ़सोस है कि जो कुछ बीते समयों में होआ है उस को देख सुन कर बहुत शर्म महसूस होती है| जब टी वी चैनलों पर इन सदनों की सभी जानकारी साथ ही दिखाई जाती है| देश की आजादी के बाद इन सदनों में काफी बड़ी और गंभीर बहस होती थी| प्रय्तेक सदस्य  घर ही पूरी तैयारी के साथ आते है और बहस में हिस्सा भी लेते है| सत्ता पार्टी और विपक्ष पार्टी में आपसी तालमेल बनी रहती है| सदन के भीतर गंभीर मुदो पर गंभीर बहस भी होती है, विपक्ष पार्टी द्वारा सत्ता पार्टी की खिचाई भी होती है, तब इसका बुरा नही मनाया जाता, मगर इसको एक आलोचना की तरह समझा जाता है| प्रय्तेक बिल पर काफी ज्यादा विचार होती थी|राष्ट्रपति के भाषण पर धन्यवाद के मत, आम बजट और रेल बजट के बारे दोनों पार्टी अपने विचार पेश करते है और सत्ता पार्टी द्वारा विपक्ष पार्टी की बातो पर सन्मान ही नही किया जाता बल्कि माना भी जाता|सदनों के बाहर भी सदस्य एक दूसरे के दू:ख  सुख में शामिल होते है| लेकिन अब बहुत कुछ बदल चूका है| बल्कि अब यह पहले से उल्ट हो चूका है| अब तो सदन के अन्दर और बाहर एक दूसरे को निचा दिखाने की कोशिश करते है | उन्हों की गंभीर और मियारी बहस में कोई दिल्चस्बी नही होती और न ही एक दूसरे के सत्कार में | सदन की कारवाई चलाने वाले स्पीकर का ओहदा बहुत ही मान सतिकार वाला होता है | लकिन अब लोक सबा में प्रधान मंत्री सूबाई विधान सभा में मुख मंत्री अपनी मर्जी का स्पीकर बना सकता है ,एक पर स्पीकर की सधन में बैठे विरोधी सदस्य की तरफ से पगड़ी बी उतार दी गई| बात यह है की शुरू के वर्षो में सब कुछ ठीक था लेकिन अब बहुत कुछ बिगड़ चूका है इसके कई कारन भी है और इसे कैसे सुधारा जाये |जब भी नई सरकार बनती है तो सदन के लिये चुने गये सबी प्रतिनिदो को कम से कम तीन हफ्तों की मुडली शिक्षा दे जाये की सदन में कैसे जिम्मेदारी निभानी चाहिये | गैर अनुशाशत सदस्य वृद्ध सखत से सखत करवाई हो जो की सबी लोगो को सबक मिल सके |
